Certainly no younger than 12 months as you want to be sure that their bones are fully calcified and that their joints are mature enough to withstand the pressure of jumping repeatively.

Over here, in a licensed dog training club I attended, a dog started training with the jumps at 1' at around 12 months. Over the first few weeks of training it progessed to 2' jumps. Training was kept at 2' until the dog started competing in trials. Then the training continued at 2'6". A dog is eligible to enter trials once it is 18 months old, so that being the case it has to be accustomed to at least a 2' hurdle before then.
