Dogs should be able to drive ahead of their handler and work with lateral distance, and if they can't, its a training issue. 



But that doesn't mean they can't not do it and still do regular in NADAC and Q ;-)  Or heck, Q in most venues without it at lower levels, I think.   At least from what I've seen of courses and dogs.
