If someone is a professional herding instructor, for AKC or AHBA, has successfully trained & showed dogs in all venues except USBCHA, can they run a dog in Novice/Novice or should then be in ProNovice?

One who accepts money for training others how to herd with dogs, no maatter how inept, is considered a pro, and therefore should be running in pro-novice, not novice.

Having said that, the USBCHA has no formal rules for Novice. That is a regional problem.
